If I had to bet money on it, I'd say that he is a Dutchman or a Scandinavian with exceptionally good English. It's certainly an English accent, but I don't think he's a native.

That said, it's so subtle I could easily be wrong.

Come to think of it...... "sanatorium" is mostly used in the context of tuberculosis (the word was invented to give a name to tuberculosis hospitals, to differentiate between that and "normal" hospitals).

In Russian "sanatorium" usually doesn't have that connotation. It's just a recreational facility, that provides various therapeutic or preventive programs for people who want to improve their health (like a sanatorium at the mud cure resort, for example).

One may apply it to different concepts, especially when translated into Russian (санаторий, оздоровительный центр, диспансер or whatever; I think even Russian equivalents may be the pain in the neck to differentiate between them).

Dispensary is a medical facility, that treats pacients with a certain disease(s) and monitors their health for some time afterwards.

Examples:
противотуберкулёзный диспансер (commonly called "тубдиспансер") - for treating tubercular patients,
кожно-венерологический диспансер (кожвендиспансер) - for treating venereal or skin diseases,
онкологический диспансер (онкодиспансер) - for cancer patients,
etc.
