One may apply it to different concepts, especially when translated into Russian (санаторий, оздоровительный центр, диспансер or whatever; I think even Russian equivalents may be the pain in the neck to differentiate between them).

Dispensary is a medical facility, that treats pacients with a certain disease(s) and monitors their health for some time afterwards.
Examples:
противотуберкулёзный диспансер (commonly called "тубдиспансер") - for treating tubercular patients,
кожно-венерологический диспансер (кожвендиспансер) - for treating venereal or skin diseases,
онкологический диспансер (онкодиспансер) - for cancer patients,
etc.
