Head of (the) Security Department sounds fine in English. In a sentence you would probably add "the".

Job Title: Head of Security Department.

Occupational health and safety inspector

No, inspector is the one who inspects. But this term in russian usually means an employee of the company who is obliged to see to the safety of personnel. Such an employee is required to have a proper authorization, especially in hazardous environments.
Does the English term 'inspector' agrees to that? Isn't an inspector supposed to be some external official rather than insider?

I found the translation: Health and safety engineer or HSE engineer.
