If you wanted to say "Russians who are in a clan..." wouldn't you have to use которые instead of кто? Like:
Русские, которые в клане...

It's impossible to say if this phrase is correct because it's not a phrase. If it was a question indeed, as MikeMsuggested, you can use only кто, and the comma after the addressYeah I realize that. I was just wondering if the phrase he posted was grammatically correct.

Not sure -- i think kto is more common...And less common.I believe you can use Kto instead of Kotoryy, but it's less formal.
"русские, кто в клане, пишите сюда" sounds much more natural than "русские, которые в клане, пишите сюда" to me.
