    If you wanted to say "Russians who are in a clan..." wouldn't you have to use которые instead of кто? Like:

    Русские, которые в клане...

    he didn't want to translate this sentence into russian, he just wanted to realize the meaning of phrase =)

    I believe you can use Kto instead of Kotoryy, but it's less formal.

    It's impossible to say if this phrase is correct because it's not a phrase. If it was a question indeed, as MikeMsuggested, you can use only кто, and the comma after the address

    Not sure -- i think kto is more common...
    "русские, кто в клане, пишите сюда" sounds much more natural than "русские, которые в клане, пишите сюда" to me.
