Well, I am not a linguist, just native Russian speaker. For me it looks like no general rule at all, but a bunch of "set phrases" instead. Talking about your examples. I would say that "в всяком случае" is almost incorrect phrase. If you say so, then listeners would imagine you just say "во всяком случае" but in a weird way. The second phrase "над мной" I can imagine only in something like poetry text. It's legal but never actually used in speeches or regular texts. The third your example in even more tricky because I can imagine some using of "с встречей" form but just can't think about any examples off hand. Anyway I beleive that such sort of things barely can disturb any listeners. Your sentences will be fully understandable even with this tiny quirks.
