    Goofy consonant clusters

    Hello all!
Often when a word is preceded by the prepositions "с" and "в" (and sometimes also other prepositions like "от", "над", etc), it's possible to add an "о" to the preposition to make the pronunciation easier:
в всяком случае --> во всяком случае
    над мной --> надо мной
My question is: when is this allowed? Is there a general rule? Are there set phrases? Or just any time you feel like the consonants are really stepping on each others' toes?
I mean, I can say things like "с встречей", but if an "о" was allowed, I'd really appreciate it!
    Thanks in advance.

Well, I am not a linguist, just native Russian speaker. For me it looks like no general rule at all, but a bunch of "set phrases" instead. Talking about your examples. I would say that "в всяком случае" is almost incorrect phrase. If you say so, then listeners would imagine you just say "во всяком случае" but in a weird way. The second phrase "над мной" I can imagine only in something like poetry text. It's legal but never actually used in speeches or regular texts. The third your example in even more tricky because I can imagine some using of "с встречей" form but just can't think about any examples off hand. Anyway I beleive that such sort of things barely can disturb any listeners. Your sentences will be fully understandable even with this tiny quirks.

No, it is not based on the set phrases: they are too much. Russians usually do not make mistakes with this rule so one can say this is "just any time you feel like".

In the MS Office grammar rules it is called: беглая гласная "о" в предлогах. Though I did not found full formulation.
"Россия для русских" - это неправильно. Остальные-то чем лучше?

    Thanks both!
Mentioning the name of the rule indeed helped me find some information. Everything looks better when it has a name.
...But why is it "беглая гласная"? Shouldn't it be "беглое гласное о" or "беглый гласный звук о"?

Kind of "беглая гласная (буква) о" I think.

Yes, it is "буква". Actually in the standard pronunciation the sound here is "а" because preposition and the next word is usually pronounced as one word and the preposition is not stressed.

Another related question: is there any reason why "about" is "о" before consonants, "об" before vowels, and "обо" before consonant clusters? Wouldn't it be just as easy to simply use "о" before consonant clusters?

"Обо" is using only with peculiar pronouns.

Здравствуйте, все! Да, разумеется, о всём, о всех, о всяком тоже можно услышать. Вспомним у Александра Блока:

    Девушка пела в церковном хоре
О всех усталых в чужом краю,
О всех кораблях, ушедших в море,
    О всех, забывших радость свою.

Well, if i understand you clearly...

со встречей = с встречей, оба варианта правильны, можно вставлять "о" для благозвучия перед словом начинающимся на некоторые согласные, но не всегда можно и не всегда обязательно, например "с женитьбой" only, но "со свадьбой" and it doesn't depend on letter "с", so "с сестрой", but not "со сестрой". Возможно что "со" ставится когда слово с 2 и более согласных начинается.

гораздо проще с о/об: "о книге", "об авторе"
AFAIK english speakers pronunce "r" in word "or" when next word is started by гласная.
