I am also struggling translating this one : специалист по работе с физическими лицами
Will it be Physical Persons Specialist? Or specialist dealing with physical persons?

Does this mean something like, a person that acts in person, as an agent, for someone else that cannot be present?

No, it doesn't. This is the person who is working in a bank and who is signing this document as well, checking passports of a principal etc.
