Thread: Help with precise meaning of выделен

Can someone translate this sentence for me:

Из Южного федерального округа выделен Северо-Кавказский округ

Does it mean that Северо-Кавказский is part of the Southern Federal District - or that Северо-Кавказский is detached from (perhaps adjacent to?) the Southern Federal District?

The sentence "Из Южного федерального округа выделен Северо-Кавказский округ" itself has double meaning, both you mentioned.
But the fact is that the North Caucasian Federal District was really split from the Southern Federal District on January, 19 2010, so I think that's the point. It was a part of the Southern Federal District before that date.
