AFAIK in English an intention is expressed through the verb to go.

"Я думаю купить ему галстук." ("I am going to buy him a tie.") - intention
"Я думаю, что куплю ему галстук." - prognosis
"Я думаю о покупке ему галстука." - I am in the process of making decision to buy or not to buy.
