Какова́/какая ставка рефинансирования Центрального Банка России сейчас? - correct
Какая процентная ставка? - would be correct in context only, for example, as a specifying question: "they offer good conditions on credits" - "what is the interest rate?".

It's English slang for "thanks a lot" . You can use "ta" on its own, which just means "thanks", but I've never seen "muchly" used in any other phrase.

Мне нужно перевести деньги с текущего счета на сберегательный [счет]. (Последнее слово можно пропустить)
