AS far as I understand this BF is some kind of glue and if you drill in it (or something like it) it turns into pure alcohol?

This glue's based on alcohol and when you dip a long rotating drill into it, all the phenolformaldehyde resin from the glue will be twisted around the drill. You take the drill with the resin out and drink the alcohol.

Well, it was a hard period in the morden Russian history (AKA "угар перестройки"). Gorbachev and the Co started the so called "борьба с пьянством". It was not exactly the Prohibition but something quite close. And this ingenious invention (among others) was the "asymmetrical response" to this .
