Although I dunno why THE is used with the letters, the sentence seems to me to be translated right.

мм, здесь "управление" и "отдел" одинаковы в значении, но во избежании тафтологии говорят "управление" )
вообще обычно, когда переводят с русского на англ, "по работе с письмами" превращают в определение (adjective before noun), т.е. примерно: letter-department of 5th section/department..
