To my knowledge hotel reservation is enough. Contact embassy though, I'm not 100% sure.

Well, unless you have some letter of invitation you won't be able to get your Visa. Just buy one from one of the many online sites that offer them - even without hotel reservations I beleive.
By the way, I don't think sleeping on the street in Russia is a good idea.

It's not just limited to the ex-Soviet countries. Turkey had the same thing when I went there, the only difference is that I could buy the visa at the airport.
