Sounds like some kind of TV show or movie; they're notorious for people having bad "foreign" accents. It sounds kind of like an Arabic accent to me. I guess he was supposed to be Russian in the show, or you wouldn't post it here, right?
BTW, that rolled "r" in "really" seems rrrrrrealy forced. At first I thought he was one of those WW2 secret planner British guys who roll their "r"'s, because of the "Well! There is..."
I agree with Pravit about Arab, just because of the word '"dollars". For some reason that is a very Arab (Arabic? Arabian?) way of saying that word. But the rolled Rs and the overaspirated "here" could have been a vague Eastern European accent ... perhaps Turkey would be a good compromise?

Yes, Pravit, this IS a TV show . And this guy's name is supposed to be French (it's Montague pronounced as "Montag-yoo"). He certainly doesn't look like an Arab. Well, I guess the actor did his best to sound "foreign"
BTW, I know that in Romeo and Juliet an Italian family is called Montague, but this is definitely NOT an Italian name. In Russian translations, the names of the rival families are Montecchi and Capuletti
