Do I understand it right:

as that Rob Andrew scored for his team to make 9 points in all before the game ended? It is just the word 'all' that confuses me. Or is it he equaled the score?

"9 all" is a score of 9-9.

So Wasps were trailing 9-3, then Rob Andrew scored two penalties (worth 3 points each).

"... two or more penalties... " makes no sense though, it would have to be "... two more penalties..."

Yes, 9 all, 2 all, 14 all. Common way to say both teams have the same score.
