Это is a good indicator of a sentence of such a structure. Although, это might just be omitted as in the example above.

One thing to note. Definitions of terms, words etc are usually rendered in such a fashion. E.g. "Образование - (это) совокупность методов blah blah". Both are nouns.

They do not have to be of the same part of speech.
Курение (noun) — это плохо (adverb).
Курить (verb) — плохо (adverb).
Курение (noun) — это плохо (adverb).
Единственный способ (noun) — организовать (verb) крупную сеть.
etc.
