    There is this word подковёрный (etymology is hard to find), and the usual collocations are подковёрные схватки, интриги, игры [link to dictionary http://www.classes.ru/all-russian/ru...erm-23796.htm] (lit., intrigues under the carpet). So some of these variants may be used if appropriate. In case with соглашение it's possible to say тайное соглашение, секретное соглашение (clandestine agreement), etc.
