It should be a slang. Just couldn't understand where and how to use it.
I thought, it is something like "How funny you are!"

You was absolutely right. Of course it's a slang word and I would translate it to literary language as чудак. I guess the person who exlplained the meaning of this word at the site by the link above was just called so by others too often .
