I haven't done it, but the possible neutral word could be "должностное лицо" (lit., officer). Клерк is not used in Russian documents, this word may be used in literature to describe or speak of clerks in countries other than Russia - most likely English speaking (and it's perceived as a foreign word, hence it may also be used in everyday speech humourously sometimes, but not in serious documents).
