Лучш||ий (-ая, -ее) means "the best" (superlative degree). "Better" is comparative. The Russian word for "better" is "лучше". "Сам||ый (-ая, -ое) лучш||ий (-ая, -ее)" means "the very best".
The word "Та" in this sentence is not necessary, so it's better without it.
