1. Вот: СССР и Афганистан на протяжении длительного исторического периода связывают дружеские отношения.
This sentence seems to use the present tense связывают to indicate a process that has been going on for awhile. It would translate like: "USSR and Afghanistan are binding ties of friendship for a long time."
But the meaning is more like: " USSR and Afghanistan have been bound by ties of friendship for a very long time." Anyone know what I'm talking about?

терпит, который уж месяц терпит дедов... ничего, Мышковский, мы сделаем из тебя десантника...
Note: дедов=older officers
How can I make sense of "который уж месяц"?

3. Вначале, для разминки, баловались - по камням, по кустикам палили, пристреливались с высоты горки. Надоело просто так. Предложил тогда Панасюк спор, чтоб веселей было:

When I read this I get something like: "Панасюк offered an argument for fun," which doesn't make sense.

спор — a bet
на спор — on a bet

который уж месяц = месяцами (много месяцев)

It's not an argument. Something more like a bet, a wager, a contest, a challenge or a competition, whatever fits more to the context.

2sperk: "отношения" is the subject here, while СССР и Афганистан are objects. Also, since there are no perfect tenses in Russian, one should use either the present tense or the past tense, there's not much of a choice.

Word order in Russian is not so strict as in English. You can also say the sentence in question like this:

Дружеские отношения связывают СССР и Афганистан на протяжении длительного исторического периода.
