    Glagol sdelovat' / posledovat' trebuet struktury: za + Tvoritel'nyi padezh.
    No kak perevozhu sleduiushu vyrazhenie?

    "I always try to follow a specific program during my working hours. But most of the times I don't make it"

    Ya vsegda pytaius' / staraius' sledovat' konkretnuiu programmu (ili za konkretnoi programmoi) v techenii rabochnogo dnya. No v bolnshistve sluchaev mne ne udaetsya.

    В данном случае было бы лучше "следовать конкретной программе" или вообще "я всегда стараюсь придерживаться конкретной программы"

    В значении "руководствоваться, придерживаться" глагол следовать используется с дательным п.: "следовать чему".
    Но, как и сказал EfreytoR_S, здесь лучше использовать придерживаться. Звучит естественнее.
