I need as close as possible of a translation into russian for this... "Perfectly Defected" it is an oxymoron that basically could also be said as flawlessly broken... please help.... thank you

yes it's hard to find anything what would sound like proper Russian.

Учитывая, что perfectly относится к defected, это может означать превосходную степень испорченности.
Можно написать "Безнадёжно испорчен"
(по крайней мере по-русски, но так говорят в основном, о технике).

Before you tattoo that, or have the translation tattooed, perhaps you should check on the word "defected"... Maybe you meant "defective?"
