"завербовывали" is a form of "завербовывать, завербовать" (to enlist, to recruit)
"пока" could mean "in the meantime/meanwhile", "while".
I personally need more context.
In Russian, all nationalities and their corresponding languages start with a lower-case letter.

Absolutely not. It's russian.
Poles use roman alphabet
"Вы завербовывали пока?" = ~"Did you recruit meanwhile?"
