    Ну, мне можно. Я - закоснелый носитель устаревшей культуры, а язык имеет тенденцию развиваться.

    В своё время у нас считалось, что только малограмотные люди могут спросить: "Сколько сейчас времени?" А сейчас это, я так понял, в порядке вещей.

    As a foreigner I usually ask: Kotoryi chas' seichas?
    Is this wrong?

    As small kids we never had watches and were always in a position of asking the time from the adults. So, we were taught the following long and very polite phrase:

    "Извините пожалуйста, вы не подскажете который час?"

    Feel free to use it too.

    I think the phrase "который сейчас час" should be deprived of the word "сейчас".

    "Который час сейчас?" is grammatically okay, however "сейчас" is redundant.
    "Который час?" by itself is the most standard and default way to ask what is the time. But in real conversations you can hardly hear that phrase.
    The reason is that there is a polite phrase "Извините пожалуйста, вы не подскажете который час?", as Crocodile have mentioned above.
    And when a person does not bother about politeness, he or she usually says something like that: "Сколько сейчас времени?", "Сколько время?", "Время не подскажешь?" and so on.
