How do you express the word per in Russian.
For example:
1. The corresponding tax will be 100 euro per family
2. The maximum amount of the subsidy is 1000 per person.

I was thinking that the translation is: dlya kazhdoi sem'i, dlya kazhdogo cheloveka.
Correct?

На каждую семью, на каждого человека.

But:
We sell three thousand cars per day = Мы продаем три тысячи машин в день.

Well, yes, I think so.

Also: Our family needs three gallons of water per day = Нашей семье нужно 12 литров воды в/на день (either one is possible).

It's like the basic option is a "В" but since it also means "INTO" you can't say INTO person instead of PER person. That's why it has been replaced with a "на". Just like with families. There's no "direction" (into a family) in "per family". So I guess that is the reason of this controversy. As for learning, yes, you must understand that you have to learn a lot by heart when it comes to all the bloody things about the Russian grammar. Just like about the grammar of any other language, including English with their complicated use of prepositions

Для каждой семьи .....Для каждого человека.... - this translation is correct too. You can also change 'per' to 'for'.

Well, maybe I'm too picky but I don't think the translation is correct.

Я бы сказала, что соответствующий подоходный налог будет 100 евро с каждой семьи.
Максимальный размер этой дотации/субсидии - 1000 на человека.

100 евро с каждой семьи

На человека или на душу населения употребляются в официальных документах, выступлениях (официально-деловой стиль речи), а в быту, то есть в общении между обычными людьми, мы говорим "на нос", "с носа":

I have the following table of a business:
water.jpg
And I want to translate the last column: Turnover per visitor.
Personally in English I would have written: Revenue per visitor.
What will be your translation: Doxod na posititelya / Doxod na kazhdogo posititelya or smth else

if you use доход на посетителя it would mean that each client gets money rather than giving it to you
