I would translate loose as "свободный".
Эти штаны слишком свободные.

Tight- тесный or маленький.
Loose - свободный or большой.

I'd say, there is a slight difference. You say тесный (or, vise versa, свободный) if a piece of clothes is tight or loose, but still wearable. You say маленький or большой when it's too tight or too loose to wear.

Usually the phrasing of these types uses the short-form adjective, without the слишком. You could say Эта рубашка мала, meaning "too small".
штаны велики pants are too big.
