judging from the somewhat archaic language, he was likely riding a horse that was moving шагом (i'll let other people explain what it precisely means, but it relates to how exactly the horse moves its' legs).

You are right, this phrase is most likely from "Записки охотника" И.С. Тургенев. Полностью она звучит так: "Я поехал шагом и скоро принужден был остановиться: лошадь моя вязла, я не видел ни зги." I.E, the author's horse moved neither at a gallop, nor at a trot, but at a walking pace.

I had yet another acquaintance to make in prospect with some remarkable person during that same day.

I walked (my horse) and had to stop shortly afterwards.
