I cannot speak for all of the items on the link but I know for skateboarding or roller blading that there are perfectly good parking lots or parks for using them but there will be a sign like this:

I think most of them are probably stupid jokes or spin-offs. Like the other dude said, it mostly started with skateboarding. You could get fined or arrested (in some extreme cases) for skateboarding in some public places you're not supposed to, so long ago people started the say saying "Skateboarding is not a crime".

My best guess about why someone would write "Baking cakes is not a crime" or some crap is because someone is really proud of their cake baking ability and they want to be funny or 'cool' so they wear a shirt saying "baking cakes is not a crime!" to look hard or something.

Master Admin could sell "Learning Russian is not a crime" shirts but hardly anyone would understand them... Kinda like the "art is a not a crime" one, thats pretty dumb.
