another useage for "retarded" relates to the automotive field. Retard the ignition timing. (opposite of "advance" the ignition timing). Basically means to alter (change) the distributor ignition firing rate in the vehicle to decrease the vehicles horse power and increase it's gas mileage. (something to that effect) In this instance, "retard" just means "slow down". Whereas "advance" means to "speed up".
