Translating, we should reflect even flaws of the original if we could, shouldn't we? :)
And I don't see any grounds for Past Perfect here, except if you have appropriate context.

Past Perfect sounds correct here, as long as the "wheel fell off" in the past and the actions were not simultaneous.
"I had not yet reached the village when a wheel fell off."
Fell off what should be stated or understood for this sentence to be complete, though. But, that's another issue.
