    Так, по-моему, второе начинается где-то вблизи Земли, когда уже не хватает силы тяготения удерживать воздух рядом с планетой, а первое, на мой взгляд, где-то более далеко... Может, на околоземной орбите, где спутники летают... По-моему так (c)

    Open cosmos is a calque of the Russian expression. I don't think I have ever seen it in text written by native English speakers unless they are quoting a translation of a Russian work.

    Outer space is not very definite (at least in non-scientific usage). Sometimes it is used to refer to the space outside of the Earth atmosphere, sometimes to the space outside of the Solar system (also called "deep space").

    В таком контектсе open space тоже подходит.

    Astronautes worked in open space for eight hours straight.

    Космонавты проработали в открытом космосе восемь часов подряд.
