    Help needed

    Hello, friends.
    I need to translate a letter into official English but due to imperfect English abilities I can not do it myself. It you have some spare time, I would be grateful if you could help me. Hints and tips are welcome.
    Thank you in advance.

    Here is the text:
    Я хотел бы уведомить вас в том, что в силу действующих ограничений в нашей компании мой руководитель не может написать рекомендательное письмо на официальном бланке компании. По этой причине приложенное письмо не содержит бланка.

    My translation:
    I would like to inform you that my supervisor is not authorized to write letters with official letterhead of the company due to the corporate policy. Therefore, the reference letter attached does not contain official letterhead.

    I am sorry to inform you that corporate policy prohibits my supervisor from using a company letterhead for writing reference letters, therefore, unfortunately, regular stationary has been used to write this one on.

    I don’t think you are pleased to inform him, you’d rather not but you have to so you must be sorry. IMHO.

    There's nothing inherently wrong with "I would like to inform you" because it does not mean "I enjoy giving you the information" but "I wish to inform you" - which is neutral about the information itself. Of course it is also possible to express regret by saying "I regret having to inform you" or "I am sorry to infor you", as suggested.

    Is this addressed someone in America or Britain or somewhere else?

    American business writing style is normally very direct. You might write this instead:
    Our corporate policies do not permit my supervisor to write letters using the official company letterhead. We/I regret any confusion caused by this policy.
