When you say по моему мнению, where is the accent mark in the word "моему"?

How would you pronounce this?

Is this word in dative case?

I looked it up online and the accent is on the "у" but I always hear it pronounced with an emphasis on the "о"

There are 2 possibilities.
1)
по моему + Noun-in-Dative
Stress is on у.
ex.: По моему мнению, ты ошибаешься.

2) по-моему (adverb)
There are more meanings, stress on first syllable.
ex.: По-моему, ты ошибаешься.

"По моему мнению, парни бывают..." бла-бла-бла.
