В один день sounds wrong. You should use когда́-нибудь or одна́жды, and place it after the verb ‘wish’ because ‘one day’ is related to ‘to speak’, not to ‘would wish’.
хотеть is ok with бы, but мечтать comes better in the indicative (я мечта́ю).
желать — hm… I believe you can use the subjunctive here, but the indicative sounds a bit better.
If you use ‘one day’, you need a perfective verb with the meaning ‘to start’ (научи́ться говорить ‘to have learned how to speak’ or заговори́ть ‘to start speaking’).

So:
Я бы хоте́л когда́-нибудь научи́ться говори́ть бе́гло по-ру́сски.
or
Я хоте́л бы одна́жды заговори́ть по-ру́сски бе́гло. (a bit bookish)
etc.
