Perhaps, it's the regional language differences, but I did say that I'd never heard somebody omit a preposition or adverb to define the time something happened. And I've met a lot of people from many other parts of Russia in my life.

As for me, saying "это случилось десять минут второго" sounds as bad as not using a preposition with a verb of motion

Like here:

Я иду магазин instead of я иду в магазин or я вылетел Москву unstead of Я вылетел из Москвы
