    1) imperfective here because (I think) the underlying meaning is that they have discussed it many times. "we've already discussed this at least once"

    2) Because they finished singing it "What was the song they just sang?"

There's slight difference in meaning. I'll try to explain. That's my opinion:

It means that the question was discussed before but the result of that descussion isn't important or unknown. Generally that can be said when you have no desire to discuss it again and/or want to point out that there is no sense in dicussing it again.

Этот вопрос мы уже один раз обсуждали. Так ничего и не придумали.

The phrase "Этот вопрос мы уже обсудили" can be said when the result of the discussion has something to do with current events/situation. Or probably when as a result a desision was made.

Этот вопрос мы уже обсудили. Давайте присупим к следующему.

    Какую песню они сейчас пели.

Why is пели in the past?
Because they finished to sing already. Сейчас here means "just before that moment".
Compare: Что ты сейчас сказал? (you didn't hear what your friend just said).
