    what does выходило modify?

    "Скорая помощь" добиралась целую вечность, хотя
    по часам выходило, что ехала она всего минут сорок.

    In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    The ambulance took an eternity to get there, although by the clock it turned out that it only took forty minutes or so.

    Yes, generally so but it's meaning a bit wider than in English:

    Убить свидетеля - это наш единственный выход, чтобы избежать тюрьмы.
    Killing a witness is our only option to avoid imprisonment.


    Если использовать 100 кг сырья, выход конечного продукта составит 80 кг.
    If 100 kg of raw product are used the end product output will comprise 80 kg.

    Or quite the opposite meaning:
    Компания нашла выход на этот рынок.
    The company has found the way into this market.

    "У тебя есть выходы на министра?"
    (I don't even know how to say that in English - the meaning is "Have you any contacts that will help to gain an opportunity to talk to the minister?")

    The word Выход has very many additional meanings depending on the context.
