The declination of numerals in Russian is very complicated. It has undergone many changes during the history of the language, and it obviously continues to change now, because almost nobody declines numerals in conversational speech the way they should be declined in the normative language. There is a total disorder there.
Numerals are correct.
But it would be better to place a noun in instrumental case between the word ‘измеряется’ and the ‘от’—‘до’ construction, e.g:
Состояние Баффета измеряется суммой от шестидесяти до семидесяти миллиардов

But the month is pronounced by its number mostly in cases where is is written with a number (e.g. in formal documents). This sounds strange a bit in a sentence like that. So you’d better use the name of the month: ‘второго сентября тысяча девятьсот сорок пятого’.
