Чем больше слов, тем меньше они стоят.
Floor of "цокольный этаж" must be under "уровень земли" by half (maybe less, but not more). It's "Semi-basement" in english.
"Этаж" with level of floor above or equal level of ground is the first one.
According to state rules: Министерство экономического развития
"Этажность" includes "цокольный этаж" if it's ceiling is above level of ground more than 2 meters.
Your picture looks like "Этажность=4 + подвал. Цокольного этажа нет."

Я нашёл две проблемы:
1. In Russia you don't have what is widely known as: ground floor.
2. In Russia the "ground floor" is called just "first floor".
3. In my picture the floors are four.
Can I say that this building has: "уровни = 5" or is preferable to say: "Этажность=4 + подвал"

It is better to say "Очень хороший ответ!" or "Ответ мне помог!". "помогающий" is not used by natives in this style.Очень помогающий ответ!
We don't say so."уровни = 5"
It's better to write "4 этажа + подвал" or "Четырёхэтажное здание с подвалом""Этажность=4 + подвал"
