    На самом деле и в первый раз было понятно, просто сама фраза показалась странной и по содержанию, и по форме.

    "Было понятно" - это я про твой первый перевод, а вот исходная фраза действительно двусмысленная в своей неправильности, и мы с тобой ее поняли по-разному.
    Думаю, англоговорящих тоже бы смутила "неправильная" фраза: "All foreigners don't have a lot of money". И что значит "у всех иностранцев" - у всех вместе или у каждого по отдельности?
