But he means -> довести до слёз, hddscan, doesn't he? I think he doesn't mean verb "force" (somebody to do something).

So -> Я довёл её до слёз. Is that correct?

Довести до слез (idiom) is the same as "made her cry". Yes, that's the correct one.
Я заставил её плакать is like I thought it would be good if she cried so I made everything I could to make her cry.

Although there is a number of hits on Google where e.g. a movies "заставляет зрителей плакать", etc.

might have an element of forceful try, but hey, so does "make her cry"
