    An instrumental case

    I see in an exercise:
Ирландский Национальный комитет защиты детей обвинил 73-летнего епископа в том, что тот годами скрывал факты сексуальных преступлений в своей епархии.
In the previous paragraph is mentioned the name of the bishop concerned.
My doubt is with "в том, что тот годами..."
    1) тот I suppose reffers to the name of the bishop mentioned in the previous paragraf (it is, as I have said the same person). Otherwise I think этот would fit better. Isn't it?
    2) The translation of the phrase is for me: The Irish comittee has accused the 73 y.o. bishop of his hiding for years crime sexual cases... But I have seen Instrumental case for time just in seaons, four parts of day and I don't know which other cases. This годами would be as well a correct use of Т. п.? Спасибо.

No, it should be "тот". It's a set pattern. "Сашу попросили принести дров. Тот пошёл в лес.". It's very formal and it's not for everyday use.

Yep. It sounds like "in mornings", "in evenings", "in winters", "for years", "for months", "for hours", etc. And yes, this "годами" is used quite right.
He used to be sitting there for hours, staring at the ocean.
Он сидел там часами, уставившись на океан.
Another month ends. All targets met. All systems working. All customers satisfied. All staff eagerly enthusiastic. All pigs fed and ready to fly.
