Понятно мне

I know they both mean the same thing but is there any difference in usage? Does it matter which one is used? or does structure just give it a more elegant sound?

If you mean "я понимаю" и "мне понятно", then "я" is nominative, "мне" is dative.
I see no difference in usage between them.

i guess its pretty much the diffrence between I understand, and It's clear (understandable).

мене is Ukrainian for меня

Oh it is a typo! I was just saying it happened to be Menya in Ukrainian (and Old Church Slavonic). Becuase Mene is the accusative/genetive and therefore doesn't fit anyway.
