I am not able to translate раньше-то. To be precise, the particle -то.

Как же мы раньше-то не встретились?

Also, does Как же mean "Why" in the meaning "How is possible that...".

Exactly.

"-то" is enforcer here. Maybe something similar to "How is possible that we didn't meet god damn earlier". But "-то" is very slight and absolutely is not rude.

And yes, this speech sounds informal.

I have alredy seen this title of an article on the Internet -> А мы-то думали, что это был метеор.

As was told in the Lampada's link, "-то" after nouns are "attention attractors". So it is something like "As for us, we ...".
In fact it is attention attractor in your first sentence too. But "suffixed" word is not noun and you may think of it as enhancer of accent.
"Раньше трава была зеленее" = "Grass was greener before"
"Раньше трава-то была зеленее" ~= "As for the grass, it was greener before".
"Раньше-то трава была зеленее" ~= "Grass was greener at least before"? Note, I do not know how to enhance "before" in english, so I just added "at least" to make this part bigger. Probably I am not accurate. True meaning is to raise importance of "before" word in the sentence.

I think I understand. We have also "to" in Czech. It emphasizes nouns, pronouns, time and so on. I believe it is the same.

In Lampada's link there is a comment. A girl offers this book -> Particles in Colloquial Russian by A. N. Vasilyeva. Are you able to find an online version in pdf? The author deals with various (maybe all) of particles there. It would be amazing to read it.
