    Да нет = Of course not

    Here, "Да" is used for emphasis, so I think that "of course not" is better than simple "no."

    That is wrong. The correct is either "Ты хочешь пойти гулять в парк?" or "Ты идёшь гулять в парк?"

    DDT is right.
    And also putting "да" before "нет" can mean dissapointment, anxiety, frustration, any other emotion.

    And can be easily avoided without any loss of sense.

    Now that I have read the comments, it seems clear to me that Да нет, in this context means: "No" but pronounced with a feeling of doubt, uncertainty in Hagrid's own mind.

    The word ДА has several different meanins, so it can be said that they are different words:
    1. Yes
    2. And, But ("Щи да каша - пища наша"; "Жили-были дед да баба"; "Всё понимает, да сказать не может").
    3. Well, Errhh...., ("Да ну?" - Is it really so? "Да нет..." Well...no)
    4. Let [it be!] "Да будет свет!" Let it be light!
