Hello iCake. Why do you feel such a sentiment? You dread? I am just a Komsomol Card (Комсомольский билет) collector. My goal is to collect one or two of these tickets for every former Soviet Union Republic. For Russia SFSR I want to have at least 4 cards because it was the biggest and more important Republic.
I am in the process of catalog them - I don't want to be an ignorant of my collection - So, I need to know their transliterated member names and their (near) place of living by knowing their Komsomol District committees.
Talking about where I got them, many ukrainians and russians sell them on e-bay, forums and other websites together with a great deal of communist paraphernalia.
Now, since I answered your question, would you be kind enough to help me out?

As for what's written in that picture. Well, it's not Russian there. I think it's Bellorussian and I don't have the means to type everything exactly as it's written there. But here it is:

If translated to modern Russian:
Название организации, выдавшей билет - Барановицким ГКЛКСМБ Брестской области
As far as I can tell ЛКСМБ is an acronym for Ленинский коммунистический союз молодёжи Белоруссии and ГК in front of that is most likely государственный комитет

I didn´t took it personal. It could happen you be some patriot disapproving foreigners to take up Russia's historical documents. For instance I know there are thousands of people that collect nazi items and documents all across the world, including russians (some of them usually sell them abroad also).
You were quite right, the language is from Belarus. And that's what make Komsomol cards beautiful. They are bilingual (except, off course, from Russia SFSR). It was my mistake, I posted the image of the second page of the card which is in belarusian.
I just find difficult to interpret the hand written cyrillic - That is why I sought help.

Баранавіцкім is in the instrumental case here which is not correct though (as if the question is «Кем выдан билет» instead of «Название организации…»).
The correct case should be nominative: Баранавіцкі (по-русски — Барановичский).
Баранавіцкі ГКЛКСМБ can be related to either Baranovichi district (Баранавіцкі раён Брэсцкай вобласці) or the city of Baranovichi (Баранавічы).
