    Russian Document before Cold War

    It used to be secret, but then became declassified.

    On the top left it says "I. V. Stalin"

    Little bit below, on the right, it says Berlin, 29 (of) July 1945 (all of this was written in Russian but then there is this

    you see I was able to translate a few stuff like, "Your memorandum from the 27th of July about the German (corner?) and something something to your something General Eisenhower (happened or got)

    Something (stated) by(?) you in the memorandum an important question about the use of german corner(?) for.... I give up, seriously.

    Can you guys translate it please? It's really important

    First of all, this letter deals with German coal (уголь)

    Dear* Mr. President

    I have received your Memorandum of July 27 and a copy of your directive to general Eisenhower.

    The important question about using German coal to satisfy European needs, raised by you in your Memorandum, will be duly studied. The Government of United States will be informed about the viewpont of the Soviet Government on this issue.

    At the same time, I must state that we have to avoid disorders that can be caused by measures undertaken in order to export German coal, which is mentioned in your directive to general Eisenhower—and I think this is quite possible and necessary for the interess of the Allies.

    I know 'беспорядкам' is plural, but 'disorders' doesn't work in English here. 'Disorder' would be better, I think, although my dictionary gives 'disturbances' or 'riots' for the plural.
    А если отнять еще одну?
