I wasn't too sure of under what category this belonged in but here is my question. When you say like Odessa, Ukraine should you say in Russian Одесса, Украины? Или Одесса, Украина? Как правильно?

If you are just saying "Odessa, Ukraine" then put it in the nominative: Одесса, Украина.

But if you are saying that you are from "Odessa, Ukraine" then you should change the ending for the city like this:
из Одессы, Украина

or you could also say:
из Одессы, с Украины

There's quiet a lot of variations and it depends on the context.
