This is not an error messary. This just one of the initial stages of setting up your handheld after you start it for the first time or after a hard reboot.

This message asks you to carefully "select" the crosshair on the screen. In other words, you have to touch it with your stylus exactly at the crossing of the lines. After that, the litle cross will move, and you'll have to touch it again, etc, several times, until your PDA feels confident it reads your touches correctly.
